§ DR. CLARKI beg to ask the Secretary for Scotland whether he is aware that of the 15 new Magistrates appointed for Buteshire since 1st February, 1893, 13 are Unionists, and only two Liberals; whether the two Liberals appointed are Provosts of Rothsay and Millport; and if he will represent to the Lord Chancellor the advisability of remedying this disparity?
