I beg to move the Second Reading of this Bill. It has the approval of the present Home Secretary and the late Home Secretary, and is unanimously approved by all sections of the Scotch people. Its object is to prevent magistrates from being compelled to commit boys and girls to prison prior to sending them to reformatories.
