, seated, with his head covered, said: On a point of Order, Mr. Speaker, I beg to call your attention to Rule 203, which says, "The Clerk shall turn the three minute sand glass," and to ask whether that Rule has been complied with?

I checked the time myself, and I do not think there has been any unfairness.
