*MR. TOMLINSON moved to report Progress. This was a consolidating Bill, and it was quite contrary to the practice of the House to accept consolidating Bills without having them examined by some Committee. The proper course would be to refer the Bill to a Select Committee.

Motion made, and Question proposed, "That the Chairman do report Progress, and ask leave to sit again."—(Mr. Tomlinson.)
