Motion made, and Question proposed, "That the Clause be now read a second time."

said, the effect of this clause, if inserted, would seem to be to postpone the operation of the Railway and Canal Traffic Act as regarded the Birmingham Canal Company, and make the proceedings which were taking place entirely abortive—

said, that as objection was taken to the Bill it would stand over.
