GLADSTONEThis Bill makes makes provision for the execution of an arrangement with Russia, which it is desirable we should put forward at once, and I propose to report Progress on the Home Rule Bill 1198 about 11 o'clock on Monday evening in order to take the Second Reading of the measure. There is no difference of opinion on the subject, but it is right that the House should have an opportunity of considering the Bill.
