I beg to ask the Under Secretary of State for India if the Government of India has power to close the Mints in India to silver from the public as an administrative act without legislation?

No, Sir; supposing it were determined to close the Mints, an Act of the Legislative Council of India would be required; but, pending such legislation, the Government could, by an administrative act, extend the period for which certificates for the delivery of silver coin should run.
