§ MAJOR RASCHI beg to ask the Secretary of State for War whether he has observed that, according to Return 357, 22nd July, 1891, out of 4,768 posts recommended in the Report of Mr. Childers' Committee, 1876–7, to be exclusively reserved for soldiers, sailors, and marines, only 220 had been so filled; and whether he can state the number of such appointments now occupied by men of these classes?
