HC Deb 13 June 1893 vol 13 c896
MR. W. JOHNSTON (Belfast, S.)

I beg to ask the President of the Local Government Board whether, in view of possible epidemics, he will give increased sanitary powers to the County Councils to enable them to enforce in all dwellings the periodical removal of insanitary matter, and to take the necessary precautious to prevent the spread of infectious diseases?

THE PRESIDENT OF THE LOCAL GOVERNMENT BOARD (Mr. H. H. FOWLER,) Wolverhampton, E.

Urban and Rural Sanitary Authorities can themselves undertake the removal of house refuse, &c, or can, by means of bye-laws, impose on the occupiers this duty, which may be enforced by penalties. They are also empowered to take such precautious as are necessary to prevent the spread of infectious disease. I see no necessity for any further legislation.
