I beg to ask the Under Secretary of State for Foreign Affairs what is the latest information that can properly be given as to the construction of a railway from Teheran to the Caspian by a Russian contractor; whether the security for this undertaking is the concession from the Shah of certain tolls and dues receivable heretofore by Persian Authorities; and whether these would, after the commencement or completion of the undertaking, be levied by Russian authority, Governmental or private?

We have no reason to think that there is any intention of constructing a railway from Teheran to the Caspian.
