TEMPLE (Surrey, Kingston)I beg to ask the Under Secretary of State for Foreign Affairs what is the latest information that can properly be given as to the construction of a railway from Teheran to the Caspian by a Russian contractor; whether the security for this undertaking is the concession from the Shah of certain tolls and dues receivable heretofore by Persian Authorities; and whether these would, after the commencement or completion of the undertaking, be levied by Russian authority, Governmental or private?
