Order for Second Reading read.

* THE VICE PRESIDENT OF THE COUNCIL (MR. ACLAND, York, W.R., Rotherham)

moved the Second Reading of this Bill. The subject, he said, had been under the consideration of successive Governments. If the Second Reading were taken, the Bill would then be referred to a Select Committee, who would consider the whole subject.

Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Acland.)
