I beg to ask the Under Secretary of State for the Colonies whether Sir Henry Loch is empowered to negotiate for, or agree to, the cession of Swaziland to the South African Republic; and whether Her Majesty's Government have decided that they possess the power to give up all British rights over Swaziland, with the consequent responsibility of the British, to the Swazi nation, without obtaining the previous consent of Parliament?

It would be inexpedient at present to communicate to the House any part of the instructions which have been given to Sir Henry Loch in regard to Swaziland, and I cannot add anything in that respect to what I said in Committee of Supply on the 4th ultimo. In reply to the second part of the question, there is nothing in the present negotiations to take them out of the category of ordinary negotiations, or to require any other course of proceedings than that usually adopted.
