said, he hoped hon. Members would allow this Bill to pass through Committee. Its object was to take care that there should be a publication of notice of those rules which were prepared by Public Departments in accordance with statutory powers, so that the House and the public would know beforehand what was proposed.

I should like to ask if Clause 2 has been examined and considered by the Government? It seems to me to require looking into. Has it the sanction of the Government?

Every Department of the Government has given its assent to it, even the Local Government Board.

So far as the Treasury is concerned, it assents to the Bill as it stands. The Bill has received the assent of all the Departments.

There is no Minister present to give assent to the Bill.
