§ SIR GEORGE BADEN-POWELLI beg to ask the President of the Board of Trade whether he has received a copy of an Opinion of Counsel (Sir Walter Phillimore, Q.C., and Mr. Walton, Q.C.), on the subject of the legal liabilities in connection with the Side Light Regulations issued by the Board of Trade, and pointing out that the Regulation which is new is inconsistent with other Regulations, and would work unfairly to foreign vessels in British Courts; and whether he will now re-consider the whole question, with a view to establishing uniformity in the Regulations?
§ MR. MUNDELLAI have received a copy of the Opinion referred to, and I have decided to refer it to the Law Officers of the Crown. On receiving their Report I will consider what further steps may be necessary.
