Motion made, and Question proposed, That the Bill be now read a second time, and committed to a Select Committee of Five Members, Three to be nominated by the House and Two by the Committee of Selection. That the Petitions already presented against the Bill, and any Petitions presented by the London County Council against the Bill, three clear days before the meeting of the Committee be referred to the Committee, and that such of the Petitioners as pray to be heard by themselves, their Counsel, Agents, or Witnesses, be heard upon their Petitions, if they think fit. and Counsel heard in favour of the Bill against such Petitions. That the Committee have power to send for papers, persons, and records. That Four be the quorum."—(Mr. Benn.)
