§ MR. BARTLEYsaid, he would like to ask the Financial Secretary to the Treasury (Sir J. T. Hibbert) whether 1849 it was necessary to keep to the 5 per cent. rate, and whether the time had not come to make an alteration in the amount given in the Bill which, as they knew, was a sort of index to the rate of interest:?

§ MR. BARTLEYsaid, he hoped the matter would be considered in connection with the next Bill.
