§ * MR. SPEAKERI think I ought to explain to the House the circumstances under which this Motion was made. The hon. Gentleman (Mr. Macdona) had charge of the Bill, and an hon. Gentleman on the other side of the House, when the Bill came on, said "This day month." I accepted that Motion, thinking the hon. Member who made it was in charge of the Bill. The hon. Gentleman, I think, had ground for complaint that the Bill in which he was interested was deferred for a month without his knowledge. I have spoken to the hon. Member who postponed the Bill, and he makes no ob- 872 jection to the course now taken of reinstating the Bill.
