HIBBERT, Oldham)The Government have not been able to get over the objections made to this Bill; therefore I propose to move that the Order for the Second Reading be discharged. I propose to introduce another Bill dealing alone with the non-contentions matters contained in the Bill; but at present I beg to move that the Order for the Second Reading be discharged.
