§ * SIR W. HARCOURTI do not quite understand what my hon. Friend means by the recommendation of the Commission, because what they said was—
Apart from the difficulties and consequent expense of railway construction, there is no site suitable for the creation of a terminus which would meet fishery requirements without a large expenditure upon a sea breakwater.I hardly call that a recommendation.
