I beg to ask the Vice President of the Committee of Council on Education whether he can state why the Intermediate and Technical Education Scheme of the Joint Education Committee of Swansea (which has been approved by the Charity Commissioners and the Education Department some months ago) has not yet become law, whilst a similar Scheme for the County Borough of Cardiff has become law?

In the case of the Swansea Scheme a Petition was presented to the Queen in Council by the Governors of Swansea Grammar School, praying Her Majesty to withhold her consent from the Scheme, on the ground that it contravened the provisions of the Endowed Schools Acts, especially with regard to religious instruction and due compensation for vested interests. This Petition has been, in ordinary course, referred to the Judicial Committee; and no further progress can be made in the case until the Petition has been heard and judgment pronounced.
