§ THE PRESIDENT OF THE BOARD OF TRADE (Mr. MUNDELLA, Sheffield, Brightside) moved the Second Reading of this Bill, and said that several influential Members of the Opposition had 1915 intimated that they deprecated the obstruction which had impeded the progress of the measure. [Cries of "Oh!"]
