I beg to ask the Under Secretary of State for India whether he has received an answer to the inquiry into the proceedings of Dr. Haffkine, in inoculating soldiers and school children, 250 in number, with cholera virus; did the authorities at Agra sanction the experiments, and who is responsible for permitting them; is it asserted that the school children inoculated were voluntary subjects of this experiment; and will the Government forbid such experiments?

My hon. and learned Friend put a question on this subject on the 8th of last month. Since then a Despatch, asking for information, has been sent to India; but the answer cannot be expected at present. When it arrives, the fact will be communicated to my hon. and learned Friend; but, in the meantime, I am unable to answer his questions.
