PAUL (Edinburgh, S.)I beg to ask the Secretary to the Treasury why Lord Kimberley's Despatch to the Government of India, inclosing the Resolution of this House passed on the 2nd June, with reference to examinations for the Civil Service, has not yet been distributed to Members, though laid upon the Table a week ago, and who is responsible for the delay?
