Order for Second Reading read.

THE CHIEF SECRETARY FOR IRELAND (Mr. J. MORLEY, Newcastle-upon-Tyne), in moving the Second Reading of this Bill, said, its object was to remedy a defect in the Bill passed by the late Government in 1892. Under Section 17, which provides for the acquisition of sites, difficulty has occurred in regard to the provision for giving notice respecting the sites to be taken, and this Bill amends that section. At the wish of the right hon. Gentleman the Member for Leeds, I have placed a Memorandum upon the Bill, stating what the clause does or does not do.
