§ THE UNDER SECRETARY OF STATE FOR THE COLONIES (Mr. S. BUXTON, Tower Hamlets, Poplar)The Convention has not been signed. The text of it only arrived a day or two ago, and is still under consideration. I am not, therefore, as yet in a position to make any statement or to present Papers; but I hope to do so very shortly.
