THE PRESIDENT OF THE BOARD OF AGRICULTURE (Mr. H. GARDNER, Essex, Saffron Walden)

moved the Second Reading of this Bill, which, he explained, was founded upon the Report of a Committee, and had been brought forward to fill a want long felt by agriculturists. It was designed to put a stop to the selling of adulterated and worth- less articles, and imposed a criminal liability in cases of fraud. Whilst it would minimise the risks to the agriculturists of the country, it was so framed as not to interfere with legitimate trade. If the Bill were now read a second time it would be referred to the Grand Committee on Trade, where any reasonable Amendments could be fully considered and dealt with.
