§ SIR E. GREYWe continually receive Reports from Her Majesty's Representatives in Armenia on the general condition of affairs in that country, with such details as they are able to give. It would be very difficult for them to obtain accurate and complete Returns such as the hon. Member asked for, and it would be impossible without the co-operation of the Turkish Authorities; it is, therefore, undesirable to issue special instructions in this sense.
