I beg to ask the Under Secretary of State for Foreign Affairs whether Returns can be obtained as soon as possible from the British Consuls in Asiatic Turkey, showing the names and numbers of the Armenian prisoners in Turkish gaols, and stating whether they have or have not been tried, the terms of imprisonment and dates of arrest, and whether they are or are not in chains?

We continually receive Reports from Her Majesty's Representatives in Armenia on the general condition of affairs in that country, with such details as they are able to give. It would be very difficult for them to obtain accurate and complete Returns such as the hon. Member asked for, and it would be impossible without the co-operation of the Turkish Authorities; it is, therefore, undesirable to issue special instructions in this sense.
