I beg to ask the Secretary for Scotland whether, in view of the serious effect which the Registration of Voters (Scotland) Bill is calculated to have on the collection of rates by the parochial, county, and municipal authorities in Scotland, he will delay taking the Second Reading until those authorities have had an opportunity of expressing their opinions in regard to it?

Sir, the rate-paying clauses of Franchise Acts were not framed with the intention of facilitating the collection of rates, and it is a question which the Government cannot consider from that point of view.
