I beg to ask the Secretary for Scotland whether the chaplain to be appointed for Ayr Prison must necessarily be a licentiate of the Established Church of Scotland; and, if so, whether he will take steps to make the appointment open to licentiates of other churches?

The chaplain for a Scotch prison must, under Statute, be a minister of the Church of Scotland. The Government are opposed on principle to this restriction. Its removal is a question of time as far as they are concerned.
