I beg to ask the Secretary of State for the Home Department whether he can inform the House, seeing that the Return of Illiterate Voters at the General Election of 1886 was presented to Parliament within a few months after the completion of that Election, the reasons for the delay in the production of the similar Return ordered by the House in August last; and whether, having regard to the importance of the information contained in these Returns, he will endeavour, before the Second Reading of the Bill for the Government of Ireland, to secure the presentation of this Return?
