§ THE SECRETARY FOR SCOT-LAND (Sir G. TREVELYAN) Glasgow, Bridgetonmoved the Second Reading of 1684 this Bill, and hoped there would be no opposition, as it was merely a small statutory Bill, butt it was one of very great importance to Scotland. A great many of the Scotch Boards were waiting for the passing of the measure, which would be of great benefit to them, and relieve them from some embarrassment.
§ Motion made, and Question proposed, "That the Bill be now read a second time."—(Sir G. Trevelyan.)
MR. JAMES LOWTHER (Kent, Thanet)said, it was most unreasonable to ask them to proceed with the Bill at that hour.
