Whoever is in charge of this Bill should, I think, postpone the Second Reading until a future date of which adequate notice ought to be given. It contains very important provisions which require full discussion. We on this side of the House have no desire to retard the progress of the Bill, but I may point out that some of its proposals are of a very controversial character, and, considering the multitude and complexity of the interests involved, I do not think it would be right to read the Bill a second time at this moment, as Metropolitan Members should have an opportunity of discussing the measure.
