I beg to ask the Secretary of State for War why pensions for workmen at Woolwich Arsenal and Dockyard have been abolished since June, 1870, although continued for men on the establishment in other Dockyards?

Perhaps I may be allowed to answer this question. The hon. Member Will find a full explanation of the circumstances which led to the arrangement in the Report of a Select Committee of this House which sat in 1889. The Report will be found in Sessional Paper 197 of that year; and effect was given to the recommendations of the Committee by the Act 53 & 54 Vic., cap. 18.
