I hope it will be in the hands of hon. Members in the course of a few days. I should like to take this opportunity of expressing my obligations to the hon. Baronet the Member for the Tewkesbury Division, my hon. Friends the Members for the Eccles and Gorton Divisions, and the other Members of the Committee, for the great care and attention which they have given to the investigation of a difficult mid complicated subject.
