GIBSON BOWLESI beg to ask the Secretary to the Admiralty whether he proposes to move for a Select Committee to inquire into the constitution and procedure of Naval Courts Martial, and the practice of the Admiralty in regard thereto; and, if not, 1380 whether he will agree to a Motion for the appointment of such a Committee?
