moved the Second Reading of this Bill, which he explained had been framed with special regard to the recommendations of the Select Committee on this subject.

Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Burt.)

MR. A. J. BALFOUR (Manchester, E.)

objected to the stage being taken at that hour, and expressed the hope that the hon. Gentleman, in relation to a Bill of such importance, would bring it in at an hour when a statement could be made as to its scope and objects.
