I beg to ask the President of the Board of Trade whether the words "reasonable distance," mentioned in the Order in Council, dated January 30th, 1893, mean a fixed and dallied distance; and, if so, what is that distance, and, if not, is this "reasonable distance" to be decided by and left to the discretion of the owner, shipmaster, surveyor, or other person?
