I beg to ask the. Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that, owing to the procedure which must be adopted in carrying out the provisions of the Labourers (Ireland) Acts, it is possible even to begin to carry a scheme into execution before the expiration of a period of 18 months or even of two years from the date of application, even if no unreasonable delays take place on the part of the Boards of Guardians or of the Local Government Board; and whether he will consider the advisability of giving facilities for the discussion of a Bill to shorten, simplify, and cheapen the procedure referred to?

The Irish Local Government Board report that if due allowance is min le for the various steps to be taken under the Labourers Acts a period about 10 to 12 months ought to suffice for carrying a scheme into execution. Though I feel this is a considerable delay, yet the bon. Member is aware that the interests of the ratepayers must be guarded against by ample publication of notices, local inquiry, and the publication of Provisional Orders, &c.
