I beg to ask the Attorney General whether the Lord Chancellor has the power of appointing county magistrates apart from the recommendation of the Lord Lieutenant?

It is the fact that the Lord Chancellor has the power of appointing magistrates in counties apart from and without the recommendation of the Lord Lieutenant. At the same time, I have to add that the usual mode in which such appointments have been made is on the recommendation of the Lord Lieutenant.
