I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland, to state in how many cases cross-examination has been allowed, and in how many disallowed, in proceedings before Viceregal Commissions in Ireland, when the evidence was taken in public during the past 50 year?

MR. J. MORLEY

Since 1849 cross-examination appears to have been allowed, so far as we can make out, in 12 cases out of 19. Cross-examination is not known to have taken place in the remaining cases.

MR. CARSON

Was cross-examination refused in any of the other cases?

MR. J. MORLEY

I have no information upon that point. It is not known to have taken place.

MR. PAUL

May I ask whether, apart from a Statutory Commission, to which power is given by Parliament, there is any difference between a Royal and Viceregal Commission, except a purely formal one in the matter of issue; one being issued in the name of the Queen, and the other in the name of the Lord Lieutenant of Ireland?

MR. J. MORLEY

I think my hon. Friend is perfectly right. There is no difference except a purely formal one in the matter of issue.
