I beg to ask the President of the Board of Trade whether provision has been made by the Highland Railway Company to obviate similar accidents to that which occurred on their line at Anchnashellach Station, on 14th October last year; and whether this company have complied with the requirements of "The Regulation of Railways Act, 1889," regarding the use of automatic continuous brakes?

In the Report made after the official inquiry held with regard to the accident at Auchnashellach Station on October 14th, the inspecting officer states that when an automatic continuous brake is in operation upon all passenger vehicles of mixed trains a recurrence of a similar accident will be well-nigh Impossible. Under the order made by the Board of Trade in pursuance of the Regulation of Railways Act, 1889, the Highland Railway Company are required to complete fitting their passenger vehicles with an automatic continuous brake by August 16th next. The company, I regret to say, have raised some difficulties, and the correspondence which has arisen in consequence will be presented to Parliament with the Report of the inquiry into the accident.
