I beg to ask the Chancellor of the Exchequer whether he will consider if a sum of money can be advanced to enable the First Commissioner of Works to construct a ride in the Outer Circle of the Regent's Park which could be carried out during the winter by unskilled labourers out of work, and thus encourage Vestries and other Bodies to engage in similar undertakings as recommended in the Circular Letter from the Local Government Board of 30th September last?
