I beg to ask the Secretary for Scotland whether he is aware that the decision of the Crofter Commission in two townships on the MacLeod estates in Skye were issued to the Sheriff Clerk at Portree on 4th August, 1893, but remained uncommunicated to the public or to the parties concerned till 17th November; and whether the Crofter Commission is responsible for all delays until their work is finally accomplished by the publication of their decisions?

I find that the decision of the Crofter Commission was not communicated till the date mentioned by the hon. Member. The Crofter Commission are not, however, answerable for' the intimation of Orders to parties, the responsibility of which rests with the Sheriff Clerks or Sheriff Clerk's Depute. I have communicated with the Sheriff Clerk of Inverness-shire on the subject, who informs me that he has already represented to his Sheriff Depute at Portree that such a delay should not have occurred, and I trust it may not occur again.
