§ THE UNDER SECRETARY OF STATE FOR FOREIGN AFFAIRS (Sir E. GREY, Northumberland, Berwick)Communications are taking place between Her Majesty's Ambassador and the Spanish Minister for Foreign Affairs with respect to commercial arrangements between the two Governments. Meanwhile the modus vivendi contained in Parliamentary Paper Commercial No. 15 of this year awaits the sanction of the Cortes. If passed, it will secure British goods against differential duties in Spain for the present, except as regards Portugal.
