I beg to ask the Secretary of State for the Home Department whether the issue of Mr. Drage's Report on the Labour Question in France has been authorised; and, if so, whether such Report should be issued without having been previously considered by the Royal Commission on Labour?

The Government have no responsibility in matters of this kind. It rests entirely with the Royal Commission. I have sent a copy of the question to the Duke of Devonshire, who as Chairman of the Commission will, no doubt, be able and willing to answer.
