I beg to ask the Civil Lord of the Admiralty what steps are being taken to give effect to the promise given some time since that allotments in the naval ports should be payable at post offices instead of at the dockyards?

This question is one on which difference of opinion exists among those who have worked the present system. It has been decided to appoint a Committee to visit the ports where allotments are made and inquire into the subject.

Has the Committee yet been appointed?

Can the hon. Gentleman give me any information as to the character of the proposed Committee?
