I beg to ask the Secretary of State for War whether he will undertake that the Military Authorities shall promptly and thoroughly consider the grave observations of the Featherstone Inquiry Commissioners; first, that the smallness of the force at the Ackton Hall works was perhaps what rendered the taking of life necessary; and, second, that the question should be considered whether special and less dangerous arms or ammunition might be used by troops when employed for the purpose of suppressing riots?
