I beg to ask the Vice President of the Committee of Council on Education whether, having regard to the practical effect of the 13th clause of "The Elementary Education (Blind and Deaf Children) Act, 1893," all existing schools for such afflicted children will be deemed as affording suitable instruction during the year 1894?

MR. ACLAND

The Education Department will endeavour to certify schools under the Act as soon as possible after the date at which it comes into operation (1st January, 1894); and with that object they propose to put themselves in communication at once with all schools or institutions now recognised by the Local Government Board for the reception of children sent by Boards of Guardians. The Act empowers the Education Department to certify only such schools as are conducted in accordance with the statutory conditions.
