I beg to ask the Secretary of State for the Home Department if he has determined to transfer all the powers now possessed by the Commissioners of Police with regard to the common lodging houses to the London County Council; and, if so, whether the police will have the right of visitation?

After carefully considering the objections raised by certain of the lodging-house keepers, I have determined to make this change. But the transfer will not take away from the police the right of visitation.
