Objection being taken,

MR. JESSE COLLINGS (Birmingham, Bordesley)

asked the House to consent to the Second Reading of this Bill, which sought to enable agricultural schools in England to have small gardens attached to them for the purpose of agricultural teaching. The system had been adopted with good results in Ireland.

This is the sixth time I have heard the right hon. Gentleman speaking on the Second Reading of this Bill. How often has he a right to move the Second Reading?

Might I move that the Order for the Second Reading be discharged and the Bill withdrawn, in consequence of the continued opposition of the Irish Members to it?
